NEW! CONTRACT UPDATE FOR UNITS 501 & 502 AND UNITS 511 & 512

Last week, the Negotiating Teams for Units 501 and 502 (Professional Engineers & Supervising Professional Engineers) and Units 511 and 512 (Engineering Technicians and Supervising Engineering Technicians) met with a state mediator in an attempt to settled its impasse with the County of Los Angeles.

The teams were unable to secure a fair and equitable successor agreement with the County during this mediation session. Therefore, CAPE is still at impasse.

Your Negotiating Teams are determining what the next steps will be in order to gain a contract that is fair to all those who are represented by CAPE in these bargaining units.

County’s Last Best and Final Offer for Units 501/502 & Units 511/512

As a reminder, the County's "Last, Best and Final Offer" made in October 2018 is 7% over three years:

Upon Agreement: 2% salary increase

Oct. 1, 2019: 2.5% salary increase

Oct. 1, 2020: 2.5% salary increase

Fringe Benefits Update

On the Fringe Contract side, the Coalition of County Unions has made significant movement in its negotiations to secure the same deal at SEIU 721 in their CHOICES contract, thanks in part to your show of solidarity by making calls, sending emails and participating in pickets and delegation visits to the Supervisor field offices.

The last offer by the County on the Fringe Contract includes the following economic proposals:

Upon Agreement: A $500 one-time bonus

Jan. 1. 2020: 1% Sustainability Bonus salary increase

Jan. 1, 2021: 2.75% Sustainability bonus salary increase (Available only for those who have completed their last step.)

Additional Economic Proposals for Units 501/502 by the County in their Last, Best & Final Offer

LICENSE/CERTIFICATION

Monthly Bonus of $250 for CEA, Senior CEA, Principal CEA, Associate CE, and CE, who is assigned by Management and who holds a Building Plans Examiner certification. (Unit 501 only)

Monthly Bonus of 5.5% for Associate CE, CE, and Senior CE in Geotechnical & Materials Engineering Division who holds a Geotechnical Engineer License and is assigned by Management to duties requiring the license.

WORK BOOTS: $150 reimbursement for cost of work boots.

Additional Economic Proposals for Units 511/512 by the County in their Last, Best & Final Offer

STANDBY PAY: Increase from $.50 to $1.00 per hour of standby service not to exceed $100 per month.

AMERICAN INSTITUTE of CERTIFIED PLANNERS Certification: $500 annual bonus for the following classifications who hold the AICP certification:

• Departmental Facilities Planner I

• Departmental Facilities Planner

• Park Planner

• Park Planning Assistant

CERTIFICATION BONUS:

Building Engineering Inspector Aid with valid ICC certification as a Building Inspector and valid certification in one of either; Electrical, Plumbing or Mechanical Inspector, is eligible for monthly bonus of $150.

Any Survey Mapping Technician, Senior SMT, Principal SMT, Survey Technician I, or Survey Technician II, who obtains a Land Surveyor-in-Training Certificate, is eligible for a one-time bonus of $500.
